A veteran "capital J" Journalist shares his knowledge of how Chicago TV broadcast news is made.  Historically, producers would use their gut to determine what makes a good story.  There were also logistical considerations such as getting a crew on site and finding sufficient airtime.  Social media, camera phones, online articles, and other technology has changed the process--especially toward understanding an audience--in recent years.  Though he speaks about diverse perspectives, Jordan wants the reader to align with his view.  The overarching theme is that failure to cover a murder in a violent neighborhood is evidence that society sees those residents as lesser people.
