Unfortunately, democracy is hard.  All democracies struggle to strengthen their institutions and "crucible years" sporadically test vitality.  But, the long-term benefits for free people are worth the effort.  Some countries, Liberia for example, have democratic desires, but weak institutions keep people "partially free".  Other countries, such as China, have power but are dependent on authoritarian rule which stifles freedom and is subject to a combination of big successes and unbelievably bad failures.
