It is much much much more naive to believe that it is benevolent. Citizens should be skeptical of politicians and bankers becoming bedfellows. Governments can spend themselves out of problems, but ultimately put the burden on the people. The history of fiat money has always led to inflation--which is absolutely equivalent to a tax.
